OpenAI advertising is the newest major paid media channel, and it works nothing like the platforms most advertisers grew up on. There are no keywords to bid on and no social graph to target. Instead, your ads appear beneath ChatGPT answers, matched to the conversation happening in real time. This guide covers OpenAI advertising as it exists in September 2026: the formats, the auction, the targeting, the numbers, and whether it belongs in your media plan.

What OpenAI advertising is

OpenAI sells ads inside ChatGPT through ads.openai.com, pitched as “Advertise in ChatGPT.” People come to ChatGPT while exploring options, comparing choices, and making decisions, and OpenAI lets advertisers show up in those moments with what it calls AI-native advertising, built around conversation and context rather than keywords.

Ads appear as sponsored cards below ChatGPT responses. They are clearly labeled and visually separated from the answer, and OpenAI states that ads never influence what ChatGPT says. An ad card carries the advertiser name, logo, headline, copy, landing page, and an image.

Not everyone sees them. Ads show only to logged-in adult users on the Free and Go tiers in supported countries. Plus, Pro, Business, Enterprise, and Edu accounts never see ads. Accounts identified as under 18 are excluded, and ads do not run near sensitive topics like health, mental health, or politics.

Ad formats

Sponsored cards. The standard format, confirmed in OpenAI’s Help Center. A card with your name, logo, headline, copy, image, and landing page appears below a ChatGPT response, and only when the conversation matches what you described in your context hints.

Sponsored Agents. Announced September 16, 2026, and currently testing with select US advertisers. Clicking one of these ads opens a clearly labeled conversation with the brand’s own agent inside ChatGPT, kept separate from ChatGPT’s answers and from the original chat. Angi was named as the first partner for the format, with Wayfair also reported in trials. Think of it as the closest thing in AI search to a click-to-chat ad, except the conversation never leaves ChatGPT.

Product feed campaigns. OpenAI’s developer documentation confirms product-feed campaigns exist, with product sets and filters. Practitioner reporting says Google Shopping-style catalogs can auto-generate product ads, but OpenAI has published no advertiser-facing spec, so treat feed details as early and evolving.

How buying works

Buying is auction-based. OpenAI’s Help Center describes a relevance-weighted, second-price auction: your bid is multiplied by your ad’s relevance score, so a modest, well-matched bid can beat a bigger, off-topic one. The winner pays based on the runner-up’s weighted bid, which Google Ads buyers will recognize.

Three campaign objectives are documented:

  • Views, billed per 1,000 impressions (CPM)
  • Clicks, billed per valid click (CPC)
  • Conversions, optimized toward a standard conversion event and billed as oCPC or oCPM, meaning you still pay per click or per impression, never per conversion

You set a maximum bid at the ad-group level, with two modes: automatic (maximize results) or manual max CPC. OpenAI’s Help Center recommends starting CPC campaigns with a maximum bid of $3 to $5 per click. Practitioners report typical clearing CPCs of $3 to $5 in ecommerce and consumer categories, rising to $8 to $18 in software and finance, with CPMs roughly in the $25 to $60 range. OpenAI publishes no rate card, so treat those ranges as directional.

Minimums are small now. Advertisers report a $25 minimum daily budget, and the daily budget is treated as a seven-day average, so a single day can spend up to twice the daily amount. The launch-era $200,000 minimum commitment from February 2026 is gone. Self-serve opened to all US businesses on May 5, 2026 and expanded to India, Europe, the Middle East, and North Africa starting August 31, 2026. Through September 30, new advertisers get $500 in ad credit when they spend $500, per ads.openai.com.

Larger advertisers can go through OpenAI’s Ads Solutions team, and since September 10, 2026, select US advertisers can buy ChatGPT inventory through Amazon DSP as a managed service, with Delta Vacations among the first pilots.

Targeting

This is the biggest break from Google and Meta. There is no keyword targeting. Instead, advertisers write context hints: prose descriptions of the conversations and topics where the ad is relevant, set at the ad-group level. OpenAI is explicit that these are not exact-match keywords and do not guarantee delivery in specific conversations. Matching uses the current conversation’s context and intent, your landing page and copy, and, only when the user has ads personalization enabled, select signals from their broader ChatGPT experience.

What else you can target:

  • Geography. Country-level everywhere, with state, DMA, and postal-code targeting in the US.
  • Platform. iOS app, Android app, or web, defaulting to all.
  • Custom audiences. First-party lists only: email, phone, hashed identifiers, or mobile ad IDs uploaded via CSV. Lists can be used for inclusion, exclusion, or bid multipliers, but inclusion requires at least 25,000 matched users.

What you cannot target: no demographics, no lookalikes, no third-party data, no interest segments. If your strategy depends on audience slicing, this is the wrong channel. It buys contextual moments, backed by first-party lists.

Measurement

Ads Manager reporting covers impressions, clicks, spend, CTR, average CPC, average CPM, and conversions. Impressions, clicks, and CTR refresh roughly every 15 minutes, while spend data can lag seven to eight hours. Static tracking parameters like UTMs persist on ad clicks, so your existing analytics stack still works.

For conversion tracking, OpenAI offers its own pixel plus a server-side Conversions API, with LiveRamp as the first independent conversion-API partner back in June 2026. One limitation: advertisers get aggregate performance data only. You never see chats, chat history, memories, or personal details. Public proof is still thin: a Newegg testimonial on ads.openai.com plus the early results above. Treat practitioner benchmark claims as anecdotal.

Early results: what advertisers report

OpenAI has started sharing its own proof points. In materials around the August 31 expansion, the company cited an ecommerce advertiser that reached 3x return on ad spend across 28 days of campaigns, and a technology partner reporting that more than 80% of its ad-driven ChatGPT traffic came from new customers, per Unite.ai. Criteo, OpenAI’s first ad-tech partner, reports that ChatGPT ad traffic converts at 1.5 times the rate of other referral channels, per Inc.com. Named buyers now include Target, Ford, HelloFresh, Audible, and Audemars Piguet, with Omnicom placing more than 30 clients on the platform during testing.

Read those as vendor-supplied highlights, not benchmarks. OpenAI itself told advertisers it has no performance benchmarks across advertisers, industries, or campaign types yet, per TechTimes. Independent agency tests published so far are small and mixed: one B2B test spent $1,470 for 39,284 impressions and 259 clicks with zero conversions, per Windmill Strategy, while a hotel-focused practitioner reports 1.6 to 1.9% click-through rates at $3 to $3.50 CPCs. Early numbers cluster, but nothing is settled.

Brand safety

OpenAI’s documented controls are stronger than the industry default in some ways and worth reading before you spend. Ads are clearly labeled, structurally separated from ChatGPT’s answers, and placed only near chats OpenAI deems safe and appropriate. Under-18 accounts and sensitive topics are excluded. Advertisers are vetted, with OpenAI saying it is deliberate about who may advertise. Users can dismiss ads, give feedback, see why they were shown an ad, and manage ad personalization.

The 2026 timeline

  • January 16: OpenAI announces plans to test ads in ChatGPT for US Free and Go users, publishes five ads principles, and announces the $8-per-month Go tier.
  • February 9: Ads go live in the US as a managed pilot, reportedly at a $60 CPM with a $200,000 minimum commitment.
  • March 2: Criteo becomes the first ad-tech partner in the pilot.
  • March 26: Pilot expands to Canada, Australia, and New Zealand. Reuters reports the business past a $100 million annualized run rate with more than 600 advertisers.
  • May 5: Self-serve Ads Manager opens to all US businesses. Minimum spend eliminated, CPC bidding and the Conversions API launch.
  • May 7: Expansion announced for the UK, Mexico, Brazil, Japan, and South Korea, launching August 11.
  • August 31: OpenAI reports a $1 billion annualized revenue run rate, tens of thousands of advertisers, 40-plus countries, and self-serve opening across India, Europe, the Middle East, and North Africa. Note that a run rate is an annualized extrapolation, not booked revenue. Digiday estimated roughly $330 million actually booked across the first eight months, per AInvest.
  • September 10: Amazon DSP partnership opens a managed buying route for select US advertisers. Delta Vacations is among the first pilots.
  • September 16: “Reimagining advertising with AI” brings the Sponsored Agents test, an Ads Manager plugin for natural-language campaign building, AI creative tools, and the first CRM and ecommerce partners, HubSpot and Shopify.
  • September 23: Rollout reaches Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam, and Taiwan, passing 60 countries total.

OpenAI ads vs Google Ads vs Meta Ads

Versus Google: OpenAI matches ads to conversation context instead of keywords, so there is no keyword targeting and no search-terms report. You are buying moments of comparative intent without seeing the queries behind them. The relevance-weighted second-price auction will feel familiar. The big structural difference is inventory: ads only reach Free and Go users, so paid-tier users, including B2B buyers on Business and Enterprise plans, never see them.

Versus Meta: there is no social graph here. Targeting is the conversation plus first-party audiences plus geo, with no demographics, interests, behaviors, or lookalikes and no data marketplace. Measurement is earlier-stage too, with aggregate-only reporting against Meta’s mature attribution stack. Sponsored Agents is the closest analog to click-to-chat ads, but it stays inside ChatGPT and is still in US-only testing.

The bottom line for advertisers

OpenAI advertising makes sense for brands that sell in considered-purchase categories where people research inside ChatGPT: software, finance, travel, home services, education, and consumer electronics. The $25 daily minimum and $3 to $5 starting CPCs make testing cheap, and the September 30 ad-credit promo lowers the bar further. It makes less sense as a primary channel today. Inventory is limited to free-tier users, targeting is blunt by 2026 standards, and there are no public benchmarks to plan against. For most brands, the smart move is a small, tightly tracked test while the auction is still young and the credit promo is on the table.
